Member Responsibilities

The Council is a  voluntary  program.   The Council is currently funded through several contracts with the Department of Water Resources and the US Bureau of Reclamation, as well as voluntary dues paid by our membership.  All agencies and organizations, committed to the voluntary and cooperative water management efforts of the Memorandum of Understanding are encouraged to become signatories.

         Members are one of three groups:

          Group 1   Agricultural Water Suppliers
          Group 2   Environmental Agencies
          Group 3   Other Interested Parties (non-voting)

 

Council Responsibilities  

  • Provide technical and financial assistance to signatory members for water management plan preparation and updates.
     
  • Develop consistent guidelines to be used by all signatory water suppliers to evaluate efficient water management practices (EWMPs).
     
  • Update EWMPs as necessary.
     
  • Incorporate CALFED Quantifiable Objectives into the
    water management process.
     
  • Collect and summarize information on signatory implementation of EWMPs.
     
  • Assist water suppliers with water management plan and report requirements in their efforts to implement EWMPs.
     
  • Secure appropriate funding to continue operation.



Ag Water Supplier Responsibilities   

  • Prepare a water management plan incorporating the MOU's efficient water management practices (EWMPs).
     
  • Implement the EWMPs found to provide benefits.
     
  • Prepare progress reports on the results of the EWMPs.


Environmental Member Responsibilities  

  • Assist water suppliers in fulfilling their commitment to their customers while achieving greater water management efficiency.
     
  • Participate in the process of protecting, maintaining, and enhancing the natural environment through the consensus process.
     
  • Support Water Management Plans endorsed by the Council.
     
  • Aid the Council in the procurement of funds to implement EWMPs that provide benefits beyond the scope of the implementing local agency.

Become a Council Member   

If you would like to become a Group 1, Group 2, or Group 3 member of the Agricultural Water Management Council, please fill out and return the signature page.  We  ask that the joining member organization present a Board Resolution or a copy of the Board of Directors Meeting Minutes that shows the organizations support for the voluntary and cooperative efforts of the
Memorandum of Understanding.

 

Membership

The primary purpose of the Agricultural Water Management Council is to advance and promote effective agricultural water management practices in California through the implementation of water management plans and the AB 3616 Memorandum of Understanding (MOU).

The Council works in a voluntary and cooperative manner in order to establish a consistent, uniform, and credible process to advance agricultural water management in California while assisting agricultural water suppliers to demonstrate how they use water efficiently.

The Council presents its members with the opportunity to:

  • Collaborate and review water management strategies.
  • Meet, communicate, and coordinate with other stakeholders in agricultural water management.
  • Review and comment on submitted water management plans.

 

Who can join?
The Council is a voluntary program.  The Council is currently funded through a voluntary dues structure, contracts with DWR and U.S. Bureau of Reclamation to provide water management planning assistance. All agencies and organizations committed to the voluntary and cooperative water management efforts of the MOU are encouraged to become signatories.

Targeted Benefits

The CalFed Agricultural Water Use Efficiency Program links specific CalFed objectives with practical actions that can be carried out on the farm or by irrigation and water districts.

Targeted Benefits are a listing of CalFed objectives that address specific improvements in water quality, quantity
and the timing of stream flows.  A Targeted Benefit is the amount of change between the current condition and the desired outcome.  For example, if the current stream flow is 150 cubic feet per second (cfs) and the desired stream flow is 200 cfs, the Targeted Benefit is the difference between the two, or an additional 50 cfs.

Target conditions are generally taken from existing documents, such as the State of California 303d listing of impaired water bodies or the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program.

To better identify and quantify the Targeted Benefits, CalFed designated 21 sub regions in the Central Valley
that have hydrologic similarities and also interact with the Bay-Delta system.
